NJDA regulates food at the production, processing, and wholesale distribution stage. A food processing plant is subject to NJDA inspection; the restaurant purchasing from that plant is subject to county or municipal health department inspection under NJDOH delegation.

NJDA vs. NJ Department of Environmental Protection: The New Jersey Department of Environmental Protection holds primary jurisdiction over water quality, air emissions, and solid waste, including agricultural runoff under the Clean Water Act's Section 319 nonpoint source program.
